Goblin Leader Mask

I have noticed Goblin Leader Mask. amongst all the face equipments, it seems it has 30% reduction to humans. is this working for pvp only? how about demi humans. most of the equipments only provide 10% reduction, this however has 30%. Is this correct? can someone explain this further.

humans = demi-humans?
