Help PSN error log in

Hi!. need help with logging-in sa PSN. Error code NP-40831-6 shows up when every time i try. na try ko na mag restart ng modem/router, tried the DNS (8.8.8.8) but to no avail. System version is updated 5.55. When I tried Internet Connection test, it only shows Obtain IP address and Internet Connection (both Successful results) but, PSN sign in, NAT type and connection speeds doesn't show. already tried, rebuild database option while on safe mode pero wala pa din. I also see error NW31246-6. please help
