We have always discouraged purchasing the game from Steam since purchasing the expansions can be a hassle but we’d love to thank Kuroneko Kuroi for taking the time to detail the steps. To do this, you would need to use a VPN to access the Steam US store.
Friendly warning: This works but there's a risk of getting banned. It doesn't matter what account you use.

For your peace of mind, it's better to just ask a friend who lives in NA/EU.
Taken directly from Steam Subscriber Agreement.
"You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account."

Reminder from Elvin Jeffrey Castro Abquina

However, knowing the risk above, if you still want to try, please see his steps below: 1) DO NOT run Steam before proceeding to the 2nd step. I repeat: DO NOT run steam. If Steam client is currently running, exit it first.

2) Install any VPN software (I recommend TunnelBear as it's way too easy to setup and use) 3) Once installed, run the VPN. Select United States and start the connection.
4) Run the Steam client.
5) Go to account settings 6) On the "Store and Purchase History" section, click "Update store country" (marked in red box)

7) You'll be taken to "Update Store and Wallet Country" page. In the "Please select your country of residence" section, click the listbox (marked in red box) and select "United States"

8) If the moment you'll presented a fill up form (shown on the picture), then it's up to you to get creative in filling up what's needed in the form. You can use any US address that you can search in Google, or yet, you can use Johnny Air's shipping address (Google it yourself)

If you get past the page after clicking "Apply Country Change", then congratulations, you can now proceed on the next step.

But if you're stuck with the fill up form page, then you're out of luck, and I can't help you with that other than (a) make another Steam account and (b) make sure you set the country as "United States" during your account creation (again, get creative on filling up the address and choosing the state). Of course, you have to buy the base game again (or you can just go straight to the Complete Edition and be done with it)

9) Go to the Store page, search "Final Fantasy XIV Online" and click the suggested search result. You'll be taken to the game's store page, like this.

Choose what specific FFXIV product you want to buy. The list of FFXIV products you can buy are the following: FFXIV Online Starter Edition (a.k.a. FFXIV: A Realm Reborn) FFXIV Complete Edition (ARR, HW, and SB) FFXIV Stormblood (expansion, described as DLC in Steam Store)

10) Once you selected your FFXIV product, you'll be taken to the Shopping Cart page. You can either purchase for yourself, or you can purchase as a gift to someone. Either way, that's for you to decide.

11) You'll be taken to the Payment Method page. The following payment methods are:
  • Paypal
  • Visa
  • Mastercard
  • American Express
  • Discover
  • JCB
  • Steam Wallet (for some reason, it doesn't show up in the screenshot, but it should be there)
If you can't pay through Steam Wallet (as shown it the screenshot), you can use PayMaya to buy games in Steam Store. FFXIV is no exception.

If you're using the PayMaya virtual card, Select "Mastercard".

If you're using the physical PayMaya card (you can obtain a PayMaya VISA card for P150 on their PayMaya website), choose "Visa".

12) The next section will require you to fill up your card information. After filling up, click "Continue"

13) There's a confirmation page where you can print the receipt/invoice of your purchase.

Congratulations! You can now do the following:
  1. Get the CD / serial key by either reading the receipt email where the cd /serial key is shown, or through Steam client by right-clicking FFXIV Online, then click "view CD key"
  2. Log out from Steam, and disconnect the VPN (or you can even uninstall the VPN permanently, but keep the installer just in case)
  3. Log back in to Steam, and you can still download the game (or even play the game) even when you're not connected to VPN. You can't access the game's store page, though.
  4. Register the serial to your FFXIV account through Mog Station You can try other VPN softwares like the following: Hotspot Shield (https://www.hotspotshield.com/vpn/vpn-for-windows/) = same as TunnerBear in terms of ease of setup and use SoftEther VPN w/ VPNGate (https://www.vpngate.net/en/download.aspx) = more complex and technical to use for people who aren’t tech-savvy, but has a lot of servers to choose from in different countries, unlike TunnelBear and Hotspot Shield.

Do take note that this guide not only applies to US version of FFXIV, but also other games on Steam that are country-restricted. So feel free to use this guide when you want to buy games on Steam that are somewhat restricted to your country/residence.
