The red buff is introduced in the Patch 1.4.36 in original server on December 17, 2019. If you still have no idea about what this buff can do, make sure to read until the end of this guide.
Red Buff Description
For Marksman/Mage/Support:
When dealing damage to enemies, slows them by 30% for 1s and inflict extra 50(+100% Total Physical Attack) True Damage. This effect cools down in 3s.
For Fighter/Tank/Assassin
When dealing damage to enemies, slows them by 80% for 1s and inflict extra 50(+50% Total Physical Attack) True Damage. This effect cools down in 3s.
The red buff can be seen in the jungle area between midlane and bottom lane. There is one red buff at each side of the map. One at your side and one for the enemy side.
When you have the red buff, everytime you deal damage whether basic attack or skill, you can deal slow debuff and true damage.
Just take note that it has a cooldown of 3 seconds.
The red buff also lasts for 2 minutes. So make sure to get one every 2 minutes.
The red buff is best for heroes with High Physical Attack Stat based on their based stats, emblems, and items.
This is not necessarily for DPS Heroes since it has a cooldown of 3 seconds. That is enough for some heroes like fighters to land another skill or basic attack.
Is this effective on mages?
Not very.
Mages still has around 100 base physical attack stat that is why they can deal true damage. But the buff is very effective for physical type of heroes.
Who should get the red buff based on a standard line-up?
Most might argue that fighters or physical assassins should get it but I prefer Marksman.
Why?
Marksman already has some physical attack stat not like some say that it is zero if there are no items. But actually it is more than 100 already.
This is also based on a standard laning.
Solo top fighter
Mage or Assassin plus a Tank in mid
Marksman and a support or another tank or another mage or assassin for bot lane.

Mana problem early game? There is a new jungle buff introduced which is the walkie grass. This restores mana and HP so aside from the purple buff, this new jungle monster can help you. It can be found in the river in front of the turtle and lord spawn areas.
