Assumption: You know the basic formula for ATK,MATK in both settings (Pre-renewal, Renewal/Revo) so hinde na sila ipapakita dito for the sake of straight forward discussion ng mga topics.
Grand Cross skill: "Inflicts Holy property Hybrid Damage 1 to 3 times to all enemies in a cross-shaped area around the user." -iRO Wiki.
Formula on both pre-renewal and renewal/revo-classic:
Damage=(100+40*SkillLV)%*(ATK+MATK)*holy_property
notes:
SkillLV: level of the skill from 1 to 10.
ATK: basically the overall calculation of atk that from stats, weapons, passives, cards and gears that give either flat values or in %.
MATK: basically the overall calculation of matk that from stats, weapons, passives, cards and gears that give either flat values or in %.
Holy_property: elemental multiplier in holy property e.g. 175% against Mummy while 75% against Garm. The idea here if undead/shadow property monsters are the targets they will receive high damage however if monsters that are strong against Holy like Garm then Garm will receive less damage compared to Mummy or even vs Neutral Property monster.
So the idea of the formula is i-sum mo lang ung ATK and MATK mo then multiply sa skill level modifier if at lvl 10 meron kang 500% or 5 as multiplier then multiply mo ung results sa holy property modifier yan na ung Grand Cross damage mo.
1) So the recurring question here. "why Grand Cross skill is weak in renewal/revo-classic mechanics?"
To answer that gamit tayo ng mga RO calculators, itong mga calculators are pretty accurate ung sa pre-renewal gamit ko talaga yan sa bawat classic server na napuntahan ko while ung revo-classic I found it somewhere sa THRO forums and pretty accurate too! naverify ko yan using my actual GC sader and ung range ng damage in actual ay pasok sa calculated one.

To begin the comparison I used my pre-renewal GC crusader: Lvl 99 (see image below for the exact stats) at no-weapon state ATK=89, MATK=266~458 here minimum MATK=266, max MATK=458.
Then apply naten same stats but this time using the Revo-Classic calculator to see the ATK and MATK values. As you can see (see image below) at no-weapon state ATK=180, MATK=185.
Apply naten ung mga values sa GC formula at lvl 10 skill:
GC damage (pre-renewal) = 5*(89+(266~458)*holy_property
GC damage (pre-renewal) = (1775~2735)*holy_property
GC damage (Revo-Classic) = 5*(180+185)*holy_property
GC damage (Revo-Classic) = (1825)*holy_property
So from this data you can see na mababa talaga ung GC damage ng Revo-Classic vs Pre-renewal version dahil nagiba na ung computation ng MATK in classic you can have minimum and max value ng MATK as INT value increase MATK exponentially increases so better ung MATK output while in revo linearly increasing ung MATK as INT increases.
2) Which is better in Revo INT or STR?
Using the same Revo calculator mag simulate tayo ng 2 case being 1) high STR/mid INT 2) mid STR/high INT (see below for the images).
high STR/mid INT (see below) no weapon state ATK=260, MATK=115 at 90 total STR and 50 total INT respectively.
mid STR/high INT (see below) no weapon state ATK=180, MATK=175 at 50 total STR and 90 total INT respectively.
Then calculate naten ung GC damage ng bawat cases at lvl 10 skill:
GC damage (high STR/mid INT) = 5*(260+115)*holy_property
GC damage (high STR/mid INT) = (1875)*holy_property
GC damage (mid STR/high INT) = 5*(180+175)*holy_property

See? lamang ung STR build over INT build in terms of Revo-classic settings.
3) Which is better in Revo INT or STR now with weapon?
Ganun ulit using the same revo calculator but this time may weapon na tayo +4 2 zipper bear haedonggum and lvl 10 Sword mastery on both cases.

mid STR/high INT (see below) ATK=432~468, MATK=193~205
Then calculate naten ung GC damage ng bawat cases at lvl 10 skill:

See? Panalo ang Flamberge over haedonggum na may INT bonus. General concept sa revo much better ang damage mo if higher base_weapon_ATK ung gagamitin mo.
To sum up:
1) GC damage (revo/renewal) < GC damage (pre-renewal)
2) GC damage (INT build revo) < GC damage (STR build revo)
3) GC damage (haedonggum revo) < GC damage (flamberge revo)
Few advantages ng bawat build:
1) MDEF/Heal rate: better ang INT build dito.
2) Ease of leveling: better ang STR build dito, dahil may decent STR ka may decent damage ka for leveling lalo na as swordie job.
3) Weight capacity: better ang STR build, more STR more weight then more room for loots/pots.
4) SP pool: better ang INT build dito obviously.
